La Central occupies a 4.3 acre triangular property in the Melrose neighborhood of the Bronx. The project includes about 832 affordable residential units, 160 supportive housing units, 46,800 square feet of local retail and commercial uses, a YMCA, and approximately 32,700 square feet of other community facility uses. The project also includes about 209 parking spaces, about 1.26 acres of public open space, and about 1.19 acres of private open space for building tenants. The project was subject to City Environmental Quality Review (CEQR) in connection with several aprovals, which included disposition of City-owned property, approval of the project as an Urban Development Action Area Project (UDAAP), a zoning map amendment, a zoning text amendment, special permits for a Large-Scale General Development (LSGD), and approval for construction financing. PHA prepared the project’s EAS and subsequent targeted EIS. The targeted EIS was required due to an unmitigable schools impact. Other key technical areas for this environmental review included noise and transportation.
