The project involved the relocation of a Skilled Nursing Facility (SNF) and Long Term Acute Care Hospital (LTACH) from Roosevelt Island to the former North General Hospital site in East Harlem. The Henry J. Carter Specialty Hospital and Nursing facility includes 365 beds in two buildings: a new 136,000 square foot building, and a 276,000 square foot renovated building of the former hospital.
PHA provided civil engineering and environmental planning services to NYCEDC / NYCHHC as a subconsultant to Array. PHA prepared the project's Environmental Assessment Statement (EAS) pursuant to City Environmental Quality Review (CEQR). The firm was also responsible for the project's civil design, including preparation of the builders pavement plan, demolition plan, and site connection, as well as related agency approvals.
