SELECTED PROJECT PORTFOLIO: traffic engineering

BFC Partners are developing a one million square foot mixed-use retail hub adjacent to the St. George Ferry Terminal in Staten Island. The development will include an approximately 350,000 square foot outlet mall including a 40,000 square foot food and beverage deck and up to 125 designer outlet retailers. It will also include a 200-room hotel and a 1,250-space parking garage below the retail and hotel components.
PHA provided traffic and civil engineering services for the project. This included layout of the development's parking garage and loading areas, grading and drainage design for on-site plazas and design of off-site roadway improvements on Richmond Terrace and Wall Street, adjacent to the site. PHA prepared a traffic simulation for Wall Street (along the eastern side of the site) to determine which roadway improvements would be required to accommodate project-generated traffic. PHA then designed these improvements, which included widening of Wall Street to accommodate three lanes of traffic (one inbound and two outbound) and coordinated with NYCDOT for review and approval.
PHA also prepared the builders pavement plans, storm water pollution prevention plan (SWPPP), and site connection proposal, and was responsible for related agency coordination with NYCDOT, NYCDEP and MTA.
