QUALIFICATIONS:
Ms. O’Brien has over six years of experience in environmental planning. Her responsibilities at PHA include the preparation of Environmental Impact / Assessment Statements and associated impact analyses of land use, zoning, and public policy, socioeconomic conditions, open space, shadows, historic and cultural resources, urban design and visual resources, and community facilities and services, as well as other planning and environmental issues. Ms. O’Brien specializes in analysis of historic and cultural resources.
Ms. O’Brien is currently preparing the EAS for the redevelopment of the historic Greenpoint Hospital in Brooklyn. The historic complex will be redeveloped with a 200-bed shelter (replacing the existing shelter on the site) as well as approximately 567 units of affordable housing. HPD is serving as the lead agency. She is also the project manager for the citywide Zoning for Coastal Flood Resiliency EIS, and the EAS for the redevelopment of 3 St. Marks Place in Manhattan.
Ms. O’Brien recently prepared the environmental review documentation for the Casa Celina development on an existing parking lot at the NYCHA Sotomayor Houses in the Bronx. The proposed 16-story development will include 200 affordable senior units and community facility space for seniors. NYCHA is seeking disposition approval from HUD, along with several zoning overrides to facilitate the development. The project is also seeking HPD and HDC financing, and is therefore being reviewed pursuant to CEQR, SEQRA and NEPA. The environmental review documentation includes detailed analysis of land use, open space, shadows, urban design and noise.
Ms. O’Brien recently completed the socioeconomic conditions and historic and cultural resources assessments for the Garment Center Rezoning EAS in Manhattan; the urban design and visual resources and historic and cultural resources assessments for the Inwood Rezoning Proposal EIS in Manhattan; and the historic and cultural resources assessment for the East 126th Street Bus Depot Memorial & Mixed-Use Project EIS in Manhattan. Ms. O’Brien also recently served as the project manager for Empire State Development (ESD)’s Women’s Building EA, which involved the redevelopment of the historic former Bayview Correctional Facility in the West Chelsea neighborhood of Manhattan.
Prior to that, Ms. O’Brien completed the historic and cultural resources assessments for the East New York Rezoning EIS, the Seaside Park and Community Arts Center EIS, and the Staten Island Lighthouse Point EAS.
