PROJECT DESCRIPTION:
The Atlantic Yards project in Downtown Brooklyn consists of eight million gross square feet of development including the 18,000-seat Barclays Center arena, which opened in Fall 2012. PHA was involved from the early stages of the project in developing travel demand forecasts and recommendations to accommodate vehicular and pedestrian circulation on-site. The transportation analysis required for the Environmental Impact Statement included detailed analysis of traffic, transit, parking and pedestrian effects. PHA was also responsible for planning for the transit facilities linking the site to the multi-modal Atlantic Terminal complex, including schematic design of a new entrance to the Atlantic-Pacific subway station.
As part of the project’s mitigation, PHA proposed a major reconfiguration of the complex Atlantic Avenue/Flatbush Avenue/Fourth Avenue intersection, and developed a package of demand management strategies for trips en route to and from a Nets basketball game. These strategies include transit fare incentives, remote parking, and free shuttle bus service from park-and-ride lots on Staten Island.
PHA also prepared the preliminary designs for the new street configurations throughout the project area and achieved design approvals from NYCDOT highway design.
