PROJECT DESCRIPTION:
The DUMBO Rezoning involved zoning map and zoning text amendments for an approximately 12 block area in the the eastern portion of the DUMBO neighborhood of Brooklyn. The zoning changes reflect changes in the area’s land uses which were no longer conforming to zoning, and allow for the conversion of underutilized buildings in the neighborhood to residential use, which was not previously permitted. The project also created the opportunity for the development of affordable housing that conforms to the existing scale and built form of the neighborhood. The area that was rezoned is within the DUMBO Industrial District (State and National Registers of Historic Places) and is also predominantly within the DUMBO Historic District designated by the New York City Landmarks Preservation Commission.
PHA prepared the Environmental Assessment Statement (EAS) for the rezoning, including analyses of land use, zoning, and public policy; socioeconomic conditions; community facilities; open space; historic resources; the city’s waterfront revitalization policies; and urban design and visual resources.
